Colleges try new fixes to recurring remedial rut

WEST PLAINS, Mo. (AP) ? After leaving high school as a teen mother, Ashley McCullough is back on track to receive a two-year degree and work as a respiratory therapist. But she first had to conquer a remedial math class and its core lessons on addition, subtraction, multiplication and division ? the same basic skills her now 6-year-old daughter will soon start to learn in elementary school.

"I didn't have my act together," the 23-year-old said. "I had a baby at 16."

McCullough is far from alone at Missouri State University-West Plains, a two-year school nestled in the southern Missouri Ozarks near the Arkansas border where roughly three out of every four students take at least one remedial class.

That's well above the national estimates of remedial participation rates of 20 percent to 30 percent at four-year schools and more than 50 percent at community colleges. And like their counterparts at public flagship universities, rural teacher colleges and urban commuter campuses, many of McCullough's classmates will drop out before advancing to the next course, let alone graduate or move on to a four-year school.

It's forcing those on the front lines to try dramatically different approaches, from tweaking the standards that determine who needs extra help to allowing remedial students to simultaneously take the introductory classes they were once barred from.

The changes come as impatient lawmakers in states such as Connecticut, Kansas, Ohio and Tennessee are restricting or eliminating remedial classes at public colleges, or even threatening to withhold money from schools that don't do a better job of preparing unprepared students for the rigors of college. In Washington, President Barack Obama has challenged two-year and four-year schools to improve workforce training and college completion rates.

"When you have 35 percent of students passing your course, that is not acceptable," said Missouri State math specialist Thora Broyles. "Something had to be done."

At West Plains, the first step was hiring an administrator to focus solely on what practitioners prefer to call developmental education, rather than assign the task to a disinterested or overburdened faculty member.

The nomenclature is more than symbolic, said Mirra Anson, who was hired as the school's "dev ed" director thanks to a five-year federal grant.

"With remedial education, the connotation is we are making up for things they didn't learn in high school," she said. "But with dev ed, we are developing the skills they need to have to be successful. There's a different connotation there. There's no need to remediate what they didn't have in high school, because that part of their life is over. So let's move forward now and talk about what you need."

That means no more lectures for Broyles' remedial math students, who instead work on self-paced lessons in computer labs. Rather than lecture, Broyles instead works individually with students, aided by two tutors culled from the ranks of advanced students. The approach, developed at Virginia Tech Univeristy, is known as the "Emporium" model. Some students complete the two remedial classes and a required college algebra class in one semester; others take weeks before even moving past simple equations.

"I like the fact they give you the option to work at your own pace," said McCullough, who completed high school in a home-based program after her daughter's birth and now has another child who soon turns 2. "I probably wasn't on the same level that everybody else was (who had enrolled) right out of high school."

New West Plains students struggling with basic grammar, punctuation and argumentative writing now take the same freshman composition course as their more advanced peers, but separate into smaller groups ? with the same professor ? for a pass-fail developmental English class that builds on the work covered in the more advanced writing class. The "accelerated learning program" is modeled on a similar effort at the Community College of Baltimore County in Maryland.

Sydney Wilson, an aspiring teacher from Houston, Mo., expects to receive her associate degree in the spring and a four-year diploma from the school in 2014 after successfully completing the accelerated English course.

The teacher "could take everything we were writing about in the first English class, and in the second class, we'd just write about it in more detail," Wilson said. "So I wasn't writing two separate papers for each class, it was just tied together as one."

Like most schools, West Plains uses student scores on the ACT or other standardized college entrance exams to determine who needs additional help. That approach has come under fire from some reformers who question whether other measures, such as high school grade-point average or course evaluation, are predictors that are more accurate. Two recent studies by the Community College Research Center at Columbia University's Teachers College found that up to one-third of new students in the examined school systems were improperly placed in remedial classes.

And a scathing report released in May by the Washington-based nonprofit Complete College America called remediation "higher education's bridge to nowhere," traveled by nearly 1.7 million U.S. college students, with almost four in 10 community college remedial students not completing those courses and just one in 10 graduating from those schools.

The challenges of remedial education, though, transcend curriculum, said Rebecca Goosen, dean of college preparatory at San Jacinto College in Texas and president of the National Association of Developmental Education.

For many, life challenges become all consuming, she said, from the single mother losing a reliable babysitter to the teenager who can't afford to fix a broken-down car.

"People are trying to find the silver bullet," Goosen said. "It's a very complex issue...We are not going to fix, in a 16-week period, what's been broken for years."

In West Plains, college students also struggle to excel in a region marked by high poverty and unemployment, low cultural expectations and public schools where the quality of education varies widely, numerous students, teachers and school Chancellor Drew Bennett said in interviews.

For Bennett, that means offering students what he calls the "Missouri State-West Plains Promise," a one-time guarantee that allows students who receive a "D'' or "F'' grade that causes their grade-point average to sink below 2.0 to retake the same class the next semester at no cost ? provided the students have no more than two class absences, submit assignments on time, and seek outside help from teachers, advisors and tutors.

Bennett, an ex-Marine and National War College professor, reinforces that message and other important university missives by reaching students where they congregrate, which includes reminders and motivational tips posted in a weekly restroom newsletter known as the "Stall Study."

Yet for all of the schools' efforts ? its innovations have attracted acclaim from the Aspen Institute as one of the country's top 30 community colleges ? the hurdles its student face outside the classroom can appear insurmountable.

Single mother Kristi Hargrove, 39, returned to campus in 2009 after dropping out following just one semester nine years earlier: "I was too young to know any better and too young to care," she said.

Placed into remedial math, she struggled to keep up. But a series of personal upheavals ? from her brother's death to a broken engagement ? culminated with Hargrove again dropping out earlier this year, 20 credits shy of her associate degree in nursing.

"The pressure just kicked in, and I had to quit school," she said. "I call the Ozarks 'quicksand.' Once you're here, you're here (for good), and can't make enough money to get out."

Elizabeth Kusel, 42, returned to school at West Plains after first enrolling at a two-year school near her southern Oregon home more than a decade ago. A single mother, she lived in a women's domestic violence shelter with her two sons, ages 8 and 9, after her divorce and is now an honors student with hopes of attending the University of Virginia and law school at Stanford.

She too had to survive Math 20, the remedial class that defeated too many of her fellow freshmen. Kusel sympathizes with those who don't make it.

"There have been a lot of days I ask, 'Why am I doing this?'" she said. "It would be so much easier to go get a dead-end job and pay everything off and not go through this."

Turkey: some Syrian refugees face relocation

(AP) ? Already host to 80,000 Syrians in refugee camps, Turkey is now seeking to relocate some of the tens of thousands of others living outside the shelters to relieve pressure on local communities and better handle security in its tense border area.

Many Syrians who have fled violence in their country are living near the border but outside the dozen camps, either staying with relatives or renting apartments, a large number of them in Antakya, the largest city in Turkey's southeast Hatay province. The influx since the uprising against Syrian President Bashar Assad began 18 months ago has strained municipal resources and tested the ability of the Turkish government to monitor cross-border traffic amid concerns about sectarian tension and militant activity in the region.

Turkish authorities, who support the Syrian opposition in its war with Assad's regime, now want the refugees living outside the camps to either enter them or move to other provinces. Up to 40,000 Syrians are living in Turkey outside the shelters, according to some estimates, while the U.N. refugee agency puts the number at up to 60,000. Hundreds of thousands of other Syrians have also fled to neighboring countries, including Jordan, Iraq and Lebanon.

"A few days ago, the police came and told us we had a week to leave Antakya. They gave us the names of three or four places we could go," said 35-year-old Syrian refugee, Mahmoud Mohammed. He, his wife, their 2-year-old son and his brother's family are living in a two-room apartment for $150 (?116) a month.

Samar Mohammed, Mahmoud's wife, said they had tried to live in a refugee camp but found the conditions difficult.

"My son has bronchitis and suffers from complications. He needs special food and a clean environment," she said. "Our needs weren't met in the camp and his condition got worse. We've been living in this apartment for two months and it would be very hard to go back to the camps."

Antonio Guterres, the U.N. high commissioner for refugees, and Hollywood star Angelina Jolie, a special envoy for the U.N. refugee agency, visited camps near the Syrian border this past week and thanked Turkey for welcoming and providing for Syrians who had fled their homes, while urging donor countries to do more to help. Turkey has pressed in vain for the United Nations to set up "safe zones" inside Syria where civilians can shelter, but divisions within the international community and the security risks of such a project preclude any move to implement it for now.

Antakya's mayor, Lutfu Savas, said there are sectarian tensions along the Syrian-Turkish border, and security concerns and potential discord were the main reasons for plans to relocate refugees who are outside the camps. Many Turks in Hatay province belong to a minority sect that is linked to the Alawites, an offshoot of Shiite Islam that dominates the Syrian regime and is fighting an insurgency comprised largely of Sunni Muslims. Turkey is concerned that the sectarian tone of the conflict could exacerbate tension in its own communities.

"In the interest of maintaining order and protecting everyone here, our government wants our (Syrian) brethren to move and live somewhere else," Savas said. "First and foremost, they're being asked to move into the refugee camps. But if they have the means and if they entered (Turkey) using their passports, they're being asked to move out of Hatay. I think it's a valid argument."

A Turkish government official, speaking on condition of anonymity in line with policy, said Turkey was doing everything it can to help Syrians seeking refuge in Turkey.

"Every country has the right to regulate or arrange the accommodation or duration of the stay of foreigners, including Syrians," the official said.

Sali Al-Bounni, a Syrian teacher and assistant principal at a school in Antakya that taught 800 Syrian children, said it was recently closed because of the government's decision to move refugees out of Hatay province.

"The day we closed the school, everyone ? students, teachers ? was crying," he said. "Now the families are calling us and asking where we'll be relocating because they want to move to where the school will be. But we have no idea where to go."

Shuttle Endeavour embarking on new mission to Los Angeles museum

Sun Sep 16, 2012 1:11pm EDT

CAPE CANAVERAL, Fla., Sept 16 - The space shuttle Endeavour, built to replace NASA's lost ship Challenger, prepared for a final flight on Monday, heading not into orbit but west to a Los Angeles museum.

Riding piggyback on top of a specially modified 747 jet, Endeavour will be the second of NASA's three surviving shuttles to leave the Kennedy Space Center and begin new roles as space ambassadors.

"We finally get to really show her off," NASA astronaut Kay Hire, who flew aboard Endeavour in 2010, told reporters on Sunday on the shuttle's runway.

Endeavour was built after the Challenger was destroyed in a fatal accident in 1986. Endeavour's space life was relatively short by shuttle standards - just 25 missions over 20 years, totaling 299 days in space.

But those flights ran the gamut of orbital odysseys, including the sheer moxie of its May 1992 debut when three astronauts made an impromptu and unprecedented spacewalk to rescue a stranded Intelsat communications satellite.

Eighteen months later, Endeavour flew a high-stakes mission to repair the Hubble Space Telescope, which, to NASA's horror, had been launched in 1990 with a misshaped primary mirror.

A dozen of Endeavour's missions were devoted to building and outfitting the International Space Station, a $100 billion research laboratory, a project of 15 countries, that flies about 250 miles above Earth.

In December 1998, Endeavour carried the first U.S.-made piece of the fledgling station, a connecting hub named Unity that astronauts attached to the Russian-launched Zarya base module.

Twelve years later, Endeavour carried the last U.S. connecting node, Tranquility, as well as the station's gemstone - a dome-shaped room of windows for outside viewing.

Its final mission in May 2011 was to deliver and install a $2 billion particle detector that is searching the cosmos for signs of dark matter and other exotic phenomena.

The shuttle, named after the ship that 18th-century British explorer James Cook sailed during his first voyage of discovery in the Pacific Ocean, will spend its retirement at the California Science Center in Los Angeles.

Sister ship Discovery, NASA's oldest surviving shuttle, is now on display at the Smithsonian Institution's Steven F. Udvar-Hazy Center outside Washington.

Atlantis, which flew NASA's 135th and final shuttle mission in July 2011, will not need a plane ride to reach its retirement home. In November, it will be towed down the road to the Kennedy Space Center Visitor Complex.

HEADING WEST

Endeavour's cross-country piggyback flight is due to begin just after sunrise on Monday, weather permitting.

Endeavour will make a low pass by the beachside communities surrounding the Kennedy Space Center before heading west. Additional low flyovers past NASA centers in Mississippi, Louisiana and Texas are planned before a two-night layover at Ellington Field near the Johnson Space Center in Houston.

Endeavour is due to depart Houston at dawn Wednesday, refuel at Biggs Army Airfield in El Paso, Texas, then make low passes over the White Sands Test Facility near Las Cruces, New Mexico, and NASA's Dryden Flight Research Center at Edwards Air Force Base in California, before landing around midday at Dryden.

On Thursday, Endeavour will be flown to northern California to pass by NASA's Ames Research Center at Moffett Field, California, and various landmarks in and around San Francisco, Sacramento and other cities.

The final leg of the journey will take Endeavour on a tour over Los Angeles before the 747 jet touches down at Los Angeles International Airport around 11 a.m PDT (2 p.m. EDT/1800GMT) on Thursday.

The shuttle will be taken off its carrier jet and moved to a United Airlines hangar to be prepared for transport next month to the California Science Center, located about 12 miles from the airport. It is due to go on display on October 30.

Judge weds couple then sentences groom to prison

OKLAHOMA CITY (AP) ? Talk about the old ball and chain.

A judge sentenced an Oklahoma man to four years in federal prison on a firearm charge ? then minutes later performed a marriage ceremony to wed the new inmate and his longtime girlfriend.

Thursday was a busy day for Larry Austin and Dustie Trojack. First they obtained their marriage license, then Austin pleaded guilty to the firearm charge and was sentenced by Oklahoma County Judge Jerry Bass. Shortly afterward, Bass married the happy couple who kissed before federal authorities whisked Austin away.

Austin's attorney, Scott M. Anderson, tells The Oklahoman (http://is.gd/7kXI74 ) that Austin had helped to raise Trojack's two sons and he didn't want to lose contact with them while he was serving time.

Britain's RBS to press ahead with Direct Line flotation

LONDON (Reuters) - State-backed Royal Bank of Scotland (RBS) confirmed it plans to push ahead with a flotation of its Direct Line insurance division in what could be the biggest listing on the London Stock Exchange for more than a year.

RBS, which is majority-owned by the government after a bailout during the 2008 financial crisis, was told to sell Britain's biggest motor insurer by European Union regulators as a condition for taking state aid.

"We believe it has a strong future as a standalone insurance group, continuing to serve its customers well while delivering attractive returns to investors," RBS Finance Director Bruce Van Saun said in a statement on Friday.

Analysts have said that the initial public offering (IPO) could value Direct Line at more than 3 billion pounds ($4.8 billion), but the business may struggle to match that valuation in tough market conditions that have already scuppered a planned flotation by Germany's third-biggest insurer Talanx .

Talanx abandoned its Frankfurt IPO on Wednesday, saying investors were demanding too big a discount on the company's valuation relative to what its investment banking advisers had foreseen.

If RBS were to encounter a similar experience to Talanx, it would have the option of re-examining a straight sale or asking Brussels for an extension to the deadline. Under the EU directive, it must have sold more than 50 percent of its shares by the end of 2013 and its entire holding a year later.

RBS will market the offer to potential investors over the next few weeks and will be under political pressure to secure a good deal. UK taxpayers are sitting on a loss of more than 20 billion pounds after Britain pumped 45 billion pounds into the bank to secure its future.

FURTHER CHALLENGE

With investors wary of unpredictable markets and companies reluctant to sell large chunks of their stock cheaply, Europe has seen little in the way of IPO activity over the past year.

Regulatory uncertainty provides a further challenge for Direct Line's flotation. Britain's Office of Fair Trading (OFT) will decide next month whether to call for a full anti-trust probe of the motor insurance market following concerns that a lack of competition is pushing up premiums for customers.

RBS has stuck to its plan to float the business after interest from private equity firms failed to lead to a compelling offer. Bain Capital and Blackstone had considered an offer for Direct Line, while Apax Partners, BC Partners and KKR also mulled bidding, Reuters reported in July.

BC Partners and CVC both came close to buying Direct Line more than three years ago, when RBS hoped to sell it for about 6 billion pounds, although the sale was pulled shortly after the lender's bailout.

Van Saun said last month RBS was planning a three-tranche sale - one this year, one next year and a final sale in 2014. RBS said on Friday it planned to sell at least 25 percent of its shares in the first tranche, in line with the minimum requirement under stock exchange rules.

Direct Line, which opened for business in 1985 with just one call centre in Croydon, south London, now has more than 10,000 employees selling insurance products to more than 10 million customers across Britain and Europe.

Aside from Direct Line, its brands include Churchill, Privilege and the Green Flag roadside recovery service.

Earlier this month, Direct Line stepped up a charm offensive with investors saying it expected to become more profitable after the flotation. It said it would cut almost 900 jobs as part of plans to deliver 100 million pounds in cost savings by the end of 2014.

Goldman Sachs and Morgan Stanley are joint global co-ordinators, sponsors and bookrunners for the IPO, with UBS also a joint bookrunner. ($1 = 0.6226 British pounds)

Apple details iPhone 5's new camera 8MP, 'same as iPhone 4S but thinner'

Apple's got a new camera its brand new iPhone 5: 8-megapixels with a 3,264 x 2,448 backside-illuminated sensor, five-element lens, and f/2.4 aperture sits on the rear of the new device. "Same as the iPhone 4S, but thinner." 25 percent thinner in fact, to match the now slimmer iPhone. The branding remains the same -- it's still the iSight -- but a few new bells and whistles have been added alongside the slimming. A new dynamic low light mode, for one, and a fancy sapphire crystal cover. The phone's new A6 processor also helps out, offering a "smart filter" for better color matching, as well as speedier capture and still capture during video.

In terms of functionality, there's a new panorama mode, that allows picture stitching for multiple images into one larger shot (a whopping 28 megapixels in total). Photo sharing is also getting expanded, adding more social functionality -- images can be shared with multiple friends or family members, and then those folks can comment.

But you only care about video, don't you? You'll be glad to hear that it's getting expanded as well. The rear camera is identical to the 4S, albeit with better image stabilization. The front facing camera now offers 720p video capture for all your extreme close-ups -- also for FaceTime, which will be available via LTE on the iPhone 5. But on all cellular networks? We're not so sure just yet.

(AP) ? For two decades, one of the most commonly used types of rail tanker has been allowed to haul hazardous liquids from coast to coast even though transportation officials were aware of a dangerous design flaw that almost guarantees the car will tear open in an accident, potentially spilling cargo that could catch fire, explode or contaminate the environment.

The rail and chemical industries have committed to a safer design for new tankers but are pressing regulators not to require modifications to tens of thousands of existing cars, despite a spike in the number of accidents as more tankers are put into service to accommodate soaring demand for ethanol, the highly flammable corn-based fuel usually transported by rail.

Derailments have triggered chemical spills and massive blasts like one in July in Columbus, Ohio, that blew up with such intensity that one witness said it "looked like the sun exploded." Some communities with busy railways are beginning to regard the tankers as a serious threat to public safety.

"There's a law of averages that gives me great concern," said Jim Arie, fire chief in Barrington, a wealthy Chicago suburb where ethanol tankers snake through a bustling downtown. "Sometimes I don't sleep well at night."

He's not the only one. The town's mayor is trying to build a national coalition to push for safety reforms.

The tanker, known as the DOT-111, is a workhorse of the American rail fleet, with a soda-can shape that makes it one of the most easily recognizable cars on freight routes.

The tanker itself is not suspected of causing derailments, but the National Transportation Safety Board has noted several worrisome problems: Its steel shell is too thin to resist puncture in accidents. The ends are especially vulnerable to tears from couplers that can fly up after ripping off between cars. And unloading valves and other exposed fittings on the tops of tankers can also break during rollovers.

The flaws were noted as far back as a 1991 safety study.

An Associated Press analysis of 20 years' worth of federal rail accident data found that ethanol tankers have been breached in at least 40 serious accidents since 2000. In the previous decade, there were just two breaches.

The number of severe crashes is small considering the total mileage covered by the many tankers in service, and the rail industry's safety record on hazmat shipments is strong. More than 99 percent of hazmat rail shipments arrive safely at their destinations.

"Safety is the freight railroad industry's No. 1 priority," said Patricia Reilly, senior vice president of communications at the Association of American Railroads. She said freight railroads work with experts and federal regulators to develop "rigorous standards for hazmat tank cars."

"Rail continues to be the safest way to transport chemicals," Reilly added.

But the accident reports show that since 1996 at least two people have been killed by balls of flame, with dozens more hurt. And the risk of greater losses looms large.

The rail and chemical industries and tanker manufacturers have voluntarily committed to safety changes for cars built after October 2011 to transport ethanol and crude oil. The improvements include thicker tank shells and shields on the ends of tanks to prevent punctures.

Under the industry proposal to regulators, the 30,000 to 45,000 existing ethanol tankers would remain unchanged, including many cars that have only recently begun their decades-long service lives.

In March, the NTSB asked for the higher standards to be applied to all tankers, meaning existing cars would have to be retrofitted or phased out.

The industry's proposal "ignores the safety risks posed by the current fleet," the NTSB said in a report on safety recommendations, adding that those cars "can almost always be expected to breach in derailments that involve pileups or multiple car-to-car impacts."

The federal Pipeline and Hazardous Materials Safety Administration, part of the U.S. Department of Transportation, is considering both arguments, but the regulatory process is slow and could take several years, experts said.

Industry representatives say a retrofit isn't feasible because of engineering challenges and costs. They insist the threat of serious accidents is overstated.

"How many millions of miles have the 111 cars run without problems?" said Lawrence Bierlein, an attorney for the Association of Hazmat Shippers Inc. "It's more likely you're going to be hit by lightning."

But worries about the tankers' weaknesses persist, especially since the volume of dangerous cargo on American rails is only expected to grow.

Ethanol production has soared from 900 million gallons in 1990 to nearly 14 billion gallons last year. Seeking to lessen America's dependence on foreign oil, federal mandates will quadruple the amount of ethanol and other renewable fuel that's blended into the nation's gasoline and diesel by 2022.

Nearly all of it moves by rail. In 2010, that meant 325,000 carloads of ethanol, according to the Association of American Railroads. Ethanol is now the highest-volume hazardous material shipped by rail. In 2000, it wasn't even in the top 10.

"That may account for the increasing frequency of accidents involving the DOT-111s and the current attention that's being drawn to them," said Paul Stancil, a senior hazmat accident investigator with the NTSB.

Since 2005, ethanol has increasingly been shipped in higher densities using "virtual pipelines" ? trains in which every car carries the same product. The NTSB says that practice increases the potential severity of accidents like one in 2009 in the northern Illinois city of Rockford.

On the way home from her nursing job, Chris Carter stopped at a rail crossing near Rockford as a Canadian National freight train barreled past carrying more than 2 million gallons of ethanol to Chicago.

Unknown to the train's two crew members and the small number of waiting motorists, a section of track had washed out in a rainstorm earlier that evening.

"I notice to my right side there's sparks like fireworks, like a sparkler," Carter said. "So that catches my eye. In my head I'm going, 'Oh my God, this is going to derail.' I could feel it, I could tell."

The train began to come apart, its cars bouncing and colliding like toys thrown by a child. One exploded as it tumbled through the air.

"I stood there just frozen, watching these unbelievable explosions," Carter recalled. "The concussion from the energy just blew your hair back."

More than 20 miles away, Carter's husband and son saw the fire from their farmhouse. It looked to them like a sunrise.

As Carter and the others ran, an older woman who injured her knee couldn't move. She cast a tiny silhouette against an enormous wall of flame. A man ran back and rescued her.

On the other side of the tracks, one of the explosions washed over the van of Jose Tellez and his family. His wife, Zoila, was killed.

Witness Matthew Koch told a local newspaper he saw Zoila Tellez run from the vehicle in flames and fall to her knees with her arms outstretched as if she were reaching out for help.

Jose Tellez suffered burns, and his adult daughter, Addriana, who was five months' pregnant, lost her baby.

In addition to the fatality, 11 people were injured, making it the nation's single worst ethanol tanker accident. Nineteen of the 114 cars derailed. Thirteen released ethanol and caught fire.

In its final report in February, the NTSB cited the "inadequate design" of the tanker cars as a factor contributing to the severity of the accident.

The other accident in which a release of ethanol claimed a life was a 1996 derailment at Cajon Junction in southern California. The train's brakeman, who was thrown or jumped from the locomotive, burned to death after apparently trying to crawl to safety in a creek bed.

The Ohio derailment forced a mile-wide evacuation just north of downtown Columbus. Three tankers, each carrying 30,000 gallons of ethanol, caught fire and filled the night sky with flames.

"The heat was so excruciating that I had to ball up and cover my body," said Nicholas Goodrich, a grocery store employee who happened to be nearby and ran to the scene.

The cost of retrofitting existing tankers is estimated conservatively at $1 billion and would be shouldered mostly by the ethanol-makers who own and lease the cars. The rail industry points to its improving safety record, but that's little comfort to communities like Barrington, said Village President Karen Darch.

"There's a risk every day of affecting lots of people in one incident," Darch said, "lots of property, but obviously most importantly, lots of people's lives."

Beware the Monkeys: Animal Bites Plague Troops in Afghanistan

War zones are risky places and not solely because of bullets, bombs, and other man-made weapons. U.S. soldiers also face the perhaps surprising danger of bites from animals, some exotic, that medics are not prepared to handle.

High on the list of offenders are monkeys that Afghan soldiers, civilians, and U.S. troops keep as pets. "We felt like this was an unrecognized risk," says Capt. Luke Mease, a medical investigator for the Army Health Clinic in Utah.

The Army started to look at animal bites in a different way in 2011, when 24-year-old Army Spc. Kevin Shumaker died of a case of rabies he contracted from a stray dog in Afghanistan. Shumaker had returned from Afghanistan to Fort Drum, N.Y., but eight months after the bite, he died in a hospital. It was the only rabies death reported in the United States during the entire year.

It appears that the numbers of animal bites that troops in Afghanistan have suffered has been undercounted since the start of hostilities in 2001. U.S. troops reported 643 animal bites across the nation between 2001 to 2011; half of those were dog bites, while the rest were cat, rat, and monkey attacks. But after news of Shumaker's death got around, the reports of attacks among U.S. soldiers rose. "We were surprised by the numbers," Mease says. Between September and December 2011, the Army reported 126 animal bites in eastern Afghanistan alone. Of these, 10 were from rhesus macaques (Macaca mulatta).

"Bites from macaques can cause serious infections," Mease says. "Monkey bites can spread rabies, tetanus, or Herpes B virus to humans."

Mease says that most of the monkeys implicated in the attacks were pets owned by Afghan National Security Forces and Afghan civilians. But U.S. soldiers also adopt animals (including monkeys) as mascots, despite regulations that prohibit them. Protecting these animals is one reason the number of attacks are underreported, Mease says. "In talking to people overseas, my experience is that they are often protecting the mascot," he says. "The human?animal bond is a very strong thing."

Mease says the risk of animal bites rises as U.S. troops work closely with Afghan population. The number of troops in Afghanistan will shrink as the mission transitions to training and support, but the close contact with Afghans will mean more exposure to these pets.

And Army medics could be soon looking forward to primers on animal-attack treatments, including monkey bites. A new study of this problem, published in the October edition of the journal Emerging Infectious Diseases, notes that "treatment of monkey bites is not a standard part of U.S. medical education, so inadequate treatment could be due to insufficient training."

How nature produces color that never fades

Scientists have found nature's way of creating color that never fades, a technique they say could replace pigments used in industry with natural plant extracts in products from food coloring to security features in banknotes.

Layers of cellulose that reflect specific wavelengths of light ? "structural color" found in peacock feathers, scarab beetles and butterflies ? make a particularly intense blue in the Pollia condensata plant, scientists say.

Samples of the fruit in plant collections dating back to the 19th century had not lost any shine or intensity, they found.

"By taking inspiration from nature, it is possible to obtain smart multifunctional materials using sustainable routes with abundant and cheap materials like cellulose," said University of Cambridge physicist Silvia Vignolini.

"It is 10 times more intense and bright than any color achieved with a pigment," said Vignolini, who led the study with plant scientist Beverley Glover.

Although the fruit has no nutritional value, birds were attracted by its bright color, possibly as a decoration for their nests or to impress mates, helping in seed dispersal.

"This obscure little plant has hit on a fantastic way of making an irresistible, shiny, sparkly, multi-colored, iridescent signal to every bird in the vicinity, without wasting any of its precious photosynthetic reserves on bird food," said Glover.

And, unlike pigments, structural color does not fade over time as it is not broken down by absorbing light.

"Edible, cellulose-based nanostructures with structural color can be used as substitutes for toxic dyes and colorants in food," said Vignolini. The paper industry is already set up to extract and use cellulose and its processes could also be adapted for security labeling or cosmetics, she said.

"Cellulose-based structures have a really strong optical response and are completely inert in the human body," she said.

Another advantage of the technique is that the desired color can be achieved by adding layers in the structure to reflect different wavelengths, rather than buying new pigment.

Similar research by Peter Vukusic at Exeter University into the structure that creates color in butterfly wings has spawned a pigment-free photonic make-up from French cosmetics company L'Oreal.

"I saw how brilliant optically some of these structural colors are," Vukusic told Reuters. "Some species collected as far back as the 18th century are as bright today as freshly hatched butterflies."

Although some car companies, including BMW, have also exploited the phenomenon to produce iridescent paint that changes color when viewed from different angles, "this is nothing compared to what you see in nature," Vukusic said.

He said that if production challenges can be overcome, the abundance of cellulose ? the basis of most green plant material ? makes it a material with great potential.

The research was published Monday in the Proceedings of the National Academy of Sciences.

Last Friday (9/7), entertainers came together for the Stand Up To Cancer fundraising event. ABC, CBS, FOX and NBC donated one hour of simultaneous, commercial-free prime time for the special, which was broadcast live from the Shrine Auditorium in Los Angeles.

Gwyneth Paltrow, Julia Roberts, Matt Damon, Tom Hanks, Michael Douglas, Halle Berry, Jessica Biel, Samuel L. Jackson, Tobey Maguire, Jeremy Renner, Seth Rogen, Emma Stone, Justin Timberlake, Sofia Vergara, Robert Pattinson and SU2C co-founder Katie Couric were among those featured on the broadcast. Additionally, Taylor Swift, Coldplay, Alicia Keys and Tim McGraw delivered one-of-a-kind musical performances.

Swift performed a new song ?Ronan,? written for Ronan Thompson, who was nearly four years old when he passed away during his fight with neuroblastoma. Swift had been following a blog written by Ronan?s mother, Maya Thompson, which detailed the his story. Moved by what she read, Swift wrote the song, crediting Maya as her co-writer on the piece, since her blog influenced the lyrics. According to one of Maya?s blog posts, Swift personally called the mother to tell her that not only had she written the song, but to ask permission to perform it and use Ronan?s photo on the SU2C telecast. Maya agreed. The song is currently available on iTunes, all proceeds from the song are being donated to cancer research.

As of today (9/1), Stand Up To Cancer announced that more than $81 million has been pledged so far in connection with its star-studded fundraising telecast to accelerate ground-breaking research and bring new treatments to patients as quickly as possible, including pediatric cancer patients through the creation of a new pediatric cancer research ?Dream Team.?

Celebrities also staffed the SU2C phone bank, which, for the first time on any televised fundraising special, included a fully interactive ?media bank? with celebrities talking to viewers via social media and doing live VOKLE video chats. Simon Baker, Jordana Brewster, Diem Brown, Kobe Bryant, Ty Burrell, Dana Delany, Rocco DiSpirito, Gabrielle Douglas, Donald Faison, Missy Franklin, Jennie Garth, Max Greenfield, Chelsea Handler, Marg Helgenberger, Felicity Huffman, Stacy Keibler, Minka Kelly, Joe Manganiello, Jillian Michaels, Masi Oka, Robert Pattinson, Dr. Drew Pinsky, Ana Maria Polo, Ray Romano, Eric Stonestreet, Alison Sweeney, and Ethan Zohn were those personalities who donated their time.
